    Probably some old dwarf tunnels from a long time ago that has collapsed or been patched up.

    Those are the dirt portals you can use to travel between port towns if you do the Order of the Grook quest

    To answer completely, those are dirt portals that you can use once you complete the Order of the Grook quest at level 58. Upon completing the quest, you can find these "dirt portals" in the main areas in the ocean (eg. Selchar, Nemract, Pirate's Cove). When you enter it, you'll be teleported to the Mage Island tp hub, which is basically a free seaskipper for the ocean.
