Arrow Storm Cost On A Lament?

Is this an oversight or is there some way it's useful?

 

The way the -spell costs are coded is that it's simply spell 1, spell 2, etc. So, while it says -Arrow Storm Cost if you view it as an Archer, it will say -Heal Cost as a Mage, since those are both respective 1st spells of those classes.
