Mage/Dark Wizard Help Lvl 100 Morrowind Build To Solo Li

Requirements:
Uses Morrowind with 3 T6 Air Powders
Can include items that can be bought after finishing Qira Hive once
Can include any Quest items/rewards except from ???
No LI items
Decent mana regen or 129+ intel (aka can spell spam consistently)
High agility
Can reasonably solo LI (aka 10k+ meteors)
No -300 ele def preferred
Not super sp tight

Items I already have if it helps: Detective's Ring, Gnome's Ring, Raging Wind, Memento, Booster Plate, Dark Channeler, Morph Set, Royal Stormy Amulet, Ski Mask, Tear of Pirate Cove, Reminder (x2), Finesse (x1)

I don't even know if this build is possible as it is, but I'm going to include even more restrictions.
Additional gear can add up to only about 17 LE because I'm poor.
