Tailoring Tier Stacking?

I don't craft and crafting looks terrifying in wynndata, plus IDK what the next update will change about crafting.
I'd like to learn later on, but I have a build idea that needs leggings with +1-2 tier, good HP, and preferably low reqs (below 75 STR/DEX). Is tier stacking not possible after the last changes to +tier, or can you still get +2 with decent dura?

+2 with Ritual Catalyst is probably not possible, lets see.

Either is fine. It could even be boots, but I don't know how tier stacking boots would go.
