Question About Thorns

So i have read from other posts that thr percentage of thorns that you see on items is the chance of thorns procing. So if thats true what's the point of having items like Sreggad which has a maximum of 217% thorns? Does having more than 100% thorns give it a chance of procing twice? Like, 150% thorns gives you a guaranteed proc of thorns and a 50% chance of another proc? Much thanks in adbance. :)

 

Having 217% thorns can cancel out negative thorns elsewhere, and having a very high base value means the minimum is sometimes just as effective as the maximum (consider Warp, which always maxes out your Agility).
