    Relic weapons and armor are drops from the rare Relic Guardian mobs found throughout most of the Wynn Province. Yours looks bugged for some reason, are you able to identify it?

    I got the same thing as well as an earth relic dagger that was also like that. I don't think you can do anything with it for now.
