    About how good the stat is. Let's take health regen for example. The max possible value for that stat is 39%. Being 15%, it's pretty bad, so it's 20%.
    The percentage beside the item's name means how good the weapon/armour piece is based on the overall stats.

    The fetaure could be found in either the Wynntils mod or Wynn Expansion mod, don't know which though
