Do some chests scale off the level of mobs nearby and others the player? If so, is there a way to tell what's what?

Item lvl in the chests are based on your character's current level, as well as the area's lvl.
The maximum level items you can obtain is limited based on your character's current level (ie. if you are a lvl 1 opening chests in a lvl 100 area, you will only get lower lvl items). However, if you are a high lvl character opening chests in lower lvl area, there are chances you can obtain a lower lvl item range based on that area as well as high lvl items in your current character's level range.

The best way to obtain specific items at a specific level range is to have a character opening chests in areas with mobs that are close to that character's level.

    Additional infos:
Tier 1 + 2 chests can be opened a couple minutes once you've connected to a server, T3-4 will take up to 20+ minutes I believe.
The longer a chest has spawned without being opened by anyone else, the more items can be potentially in it. This is further enhanced by having high loot bonus stat (200-300% loot bonus is ideal for maximizing the amount of items you can get from a chest)

actually, this isn't completely correct. if there are, say, a couple lv 100 mobs around the chest, the chest will contain lv 100 loot. if there are no mobs, then the chest will contain items pertaining to the level of the player i believe
