    im just hoping its fruma. the new tutorial quest features those 2 guys from fruma that lost their memory (including the player), so i think fruma is basicly confirmed (not necessarily 1.19 but later)

    1.19 may/may not include at least one (or more) of these things: a code refactor, a gavel revamp, or the RtD update, but whatever the update may be, I think it should come out within this year

    The one I believe you're referring to was a project undertaken by Jumla to allow better systems to exist within the game on both the GM side and player side (seen in quests such the level 50 one). As far as I know, this refactor was conpleted years ago.
