Fallen Factory Key Guardians

I would like some help understanding the spawn areas of the Fallen Factory key guardian. He doesn't seem to be spawning anywhere on Corkus. Instead the ice barrows key guardian keeps spawning. I noticed this happening with other key guardians as well.

I can for a fact say that the FF and CIB key guardians spawn on Corkus. Two spots that I have found on Corkus are in front of the Fallen Factory entrance and the grind area behind the Fallen Factory. At both location, I am either fighting off the Golden Avia, FF or CIB key guardian while grinding.
