How Does Breakdown's Negative Intel Affect Itself?

If you look at it closely, you can see it has both an intelligence minimum, and a -intelligence stat. Weird. I was just wondering if breakdown's -intel could affect itself. Ex. You put 100 intel on intelligence to put on breakdown. You equip it. The -intel comes in to affect. Does it or does it not pop off because its own intelligence requirement is counteracted by itself?

 

Iirc item bonuses don't affect the item itself

 

It'll check the Int based on what other items give. You can equip it at exactly 100 and end up with lower than that but it'll stay on.
