I'm confused. I don't know what affects mage's heals. Is it water damage %? health? spell damage %? or some other thing?

Water damage % and your maximum health affect how much you heal.

Base heal is x% of your max health, or if you're healing someone else the mean value of yours and their maximum health. Water damage % affects heals, with +1% water damage corresponding to +0.5% on heals. This caps at +/-150% water damage, i.e. +/-75% boost to base heals. For this reason, you may notice that a lot of wands have +/- water damage for no real combat purpose (e.g. Judas severely punishing heals).

note that for healing others, instead of your own health, it accounts the AVERAGE of you and whoever you're healing's health + a multiplicative 10% on that (although selvut said not 100% sure when we talked)

so, for example, if you have 1000 hp, and your ally has 2000 hp, and you have +100% water damage, it'll be like this:
    average of 1000 and 2000 = 1500
    10% of 1500 = 150 (per pulse)
    150 * 1.5 (water damage) = 225
    225 * 1.1 = 247.5 heals on your ally per pulse.

    or something like that
