Yes, there is a search function. Just go to the main page of the forums and look on the right row, it should be there. If you're looking for builds, you can alternatively go to the Discord and search "in:#class_build has:link ___" and then whatever item you'd want to use on the blank.
There isn't really a 'healer' build, but there are things to focus on if you want to be a healer:
-get a lot of mana regen so you can spam spells
-heals are affected by water damage % and health, so having a lot of water damage % is important for healing.
-there a wand that's very much made for healing
Lastly, I wouldn't recommend playing a purely support mage; with the way heal works, you can get pretty big heals even with an offensive build.

https://wynndata.tk/s/LduYeD this is the best I could think of is about 28k health with 75% water damage, mana wise it's enough to sustain infinite heals if you do 1 heal and 1 ice snake every 4 seconds which is just about all this build can do either way

NOTE: if you want to become a healer for OTHER people, then instead of boosting your hp, your best choice would be a water build with 150% water damage, as (as far as i know), your own hp doesn't affect how much you heal other people, just your water damage. with a water build, you can generally reach high water damage% and good mana for spamming heals

https://wynndata.tk/s/LsWKNw heals aren't the absolute highest you can get, but hey, the mana's pretty good
https://wynndata.tk/s/PcEYOq lower mana, higher heals, worse ele def, idk

here are builds that have still pretty ok heals, but able to do damage

    here's a build that
    a. does bad damage (courage broke too...)
    b. heals aren't even that good
    c. tanky
    https://wynndata.tk/s/xwXPhk

    here's a built that's
    a. much better damage
    b. better heals
    c. a bit less tanky
    d. sp tight

the runes are there for boosting ws

Pretty sure Heals are based on average of the user's and the affected person's health. Also I thought 75% was heal cap?

as for the hp mechanics.... idk

edit: ok so just asked selvut and
it takes average for hp, then a bonus 10% heal damage. the example i was given was

    4k hp mage
    6k hp warrior

mage is healed 400 per pulse

    (4000+6000)/2 = 5000
    5000/10 = 500
    500*1.10 = 550 per pulse
