The Purpose Of Obelisk Core?

So I was just looking through my bank and I found a t3 ingredient called Obelisk Core, it had no positive effects but still was a t3 ingredient, so what is the purpose of it? I don't spend too much time on crafting btw

 

It essentially flips all the effects of the ingredient to its left, since of the -200% effectiveness, the first -100% brings it to zero and the second -100% keeps going, reversing all the stats completely (including requirements). You may have noticed items like Frozen Ghostly Essence and Ritual Catalyst have negative requirements in some cases, this is why - so they aren't flipped for no-req attack tier or walk speed boosts.

Obelisk Core is probably worth an LE or two on the market, it has a lot of uses.

simple explanation:
Say you put it next to an item with NEGATIVE 1/4 mana regen.
It makes it positive.
