"you Cannot Start A War Right Now!"

    My guild was created around half an hour ago (typing this at 10:04 PM). My guild mates and I were excited to attack a territory, however when we attempted to do so, the forbidden "You cannot start a war right now!" appeared on all of our screens. How do we start a guild war and get rid of this annoying message?
