"you Cannot Start A War Right Now" Message?

    I'm trying to start wars for my guild and I keeping getting a message that says "You cannot start a war right now." I can't figure out why I'm unable to fight a war, so does anyone know what's preventing me from doing it?

    wars have been disabled for now (idk exact reason) they were supposed to be fixed together with market today but literally havent heard anything on both issues
