    So basically my friend when we first started to play some Wynncraft together declined the resource pack. Now my friend wants it back but can't figure out how. The game sent him links in chat but they dont work. So is there anyway we can fix this?

    You may have to turn on server resource packs in the game settings. After that, try to follow instructions to manually download the resource pack.
