If You Put 2 T4 Water And 2 T4 Earth On A Wep Will It Get Both Powder Abilities?

You can only have at most one powder special on a weapon or armor piece. I don't know the details of how exactly it is determined which special you get, but I know it's consistent - I think if you put W4-W4-E4-E4 you would get Curse, while E4-E4-W4-W4 would get Quake.

 

^It determines your powder special by the first powder you put on the weapon as long as it has another powder of the same tier to go along with it (if that makes any sense).
