In-game Shouts Advertising Rule Change

Yo peeps! We've had a "no advertising" rule for shouts since the very beginning, but we've also always been a bit leniant with Wynn related content. As long as it's not spammed and still relevant to their interests, most people (staff included) are fine with light advertising. So today, to make the rule less ambiguous, we're adding these exceptions to using shouts:

Shouts advertising rules:
- No advertising, except...
- Wynn related content (shops on the wynn forums, wynn videos, wynn streams, etc), and...
- Only once per hour max, and...
- The creator of the content has to be the one to shout, and...
- No more than 3 times a day max, and...
- If it's a livestream, it has to be on Wynncraft and you can't switch to another game/server/irl stream for at least an hour after shouting. (to prevent people from playing wynn for a minute, shout about it, and then switch to another server for cheap advertising)

This includes guild advertising, such as: "Join (guild)!", but those can be shouted by any members from that guild (still subject to the once per hour limit though). External URLs are still not allowed in the shout itself, but you can share it in /msg if someone asks for it. If you follow all those properly, it's fine to advertise. Keep in mind we still reserve the right to prevent anyone from advertising if their content is subpar or for any other reasons.

We'll keep a close eye on shouts. If it gets too out of hand and annoying, we'll remove those exceptions. It's a bit of a test to see how it will go, so don't expect those rules to stay forever if things go wrong. It'd be fine but you can't put URLs in shouts so it won't work super well . That's also the part where the "we reserve the right to prevent anyone from advertising" can come into play if this is used solely to go around the daily limit to advertise wynndata non-stop
