Green Skinned Trouble Quest: Puzzle Does Not Show Up

    So I decided to try and do some of the quests I missed, and when I hit this one I ground to a halt. When I go into the underwater cave where I am supposed to go, the puzzle does not show up. instead, a chest appears. Did the quest get modified/removed, or am I missing something?
