Weapon Stats Mod

Hey There!

I saw that some Players have a Mod or something with which they can See the weapon stats with a percentage value next to them. I guess this number showes how good the Stat is.

I wanted to know:
-Is that a legal Mod so I could use it, too?
-If yes: how do I Install that Mod?
