    So basically. One of my friend can't seem to wear the tribal mask you got from the thoken shop in Iboju village. Even though he did finish "The Passage" quest. Is there a way to fix this?

    As mcwaggle said, do they have enough skill points?
    Not being on 1.12 may also cause some issues with wynncraft, as 1.12 is the stablest version

    He did have all req skill points also use the 1.12 version

    Did he try to shift-click it into the helmet slot or did he drag&drop? I always had problems with shift-clicking it.
