Alright, who was it who asked to be tagged whenever someone improperly makes ID ranges?

Also, this is absolutely broken at lower levels because the health bar capacity can't drop below a certain point.

Do you know how to made ID ranges?

    You have a base number.

You multiply the base by 0.3 (minimum) and 1.3 (maximum) to get your ID ranges.

    Example:

    Base ID: 10

    Minimum: 10*0.3=3

    Maximum: 10*1.3=13

    Range: 3 to 13

For Negative ID's, you multiply the base by 0.7 (maximum) and 1.3 (minimum) to get ID ranges.

Keep the numbers positive when you do calculations, then add the negative sign after.

    Example:

    Base ID: 10

    10*.7= 7

    10*1.3= 13

    Range: -13 to -7

You don't pick and choose your minimum and maximum, this is math.

So, I already gave an explanation as to how your item doesn't follow basic item creation guidelines such as ID ranges, the formula that calculates the hypothetical range an ID can have. But your item is still terribly unbalanced and broken, and has no chance to even make it into the game in it's current state.

To start off, I highly recommend to use Wynndata, a database that catalogs all of the games items and has a neat little tool that can let you make your own custom items (link is here) which will automatically calculate the ID ranges for your item based on your given base number.

Next on the list is the actual item. To start off, the item's level is incredibly incredibly low for such a overpowered item. There are no skill point requirements and the minimum level to use it is level 1. The IDs on this item are numbers that aren't even seen on accessories for lvl 90-100. There has to be some form of skill point requirement for this, it's simply to overpowered.

Now for the actual IDs. The -lifesteal on this is too high for low-level players. This would cause players to loose health very quickly, at a rate they can't recover from. The health potions from lvl 1-10 heal at most 40 hears per use, the lifesteal on this item will outclass the ability of the players healing ability. To fix this, the lifesteal should be lowered to something that is more manageable for lower levels, or remove it completely.

Next on the list is the -mana steal. This is the most realistic thing about this item. It's still kind of high for the items level, so the most I can say here is that the ID wasn't calculated correctly and that you should try to play around with base numbers to make it a tad lower.

For the final piece of this item, and the biggest challenge with this, the skill point bonus. This has some of the most overpowered and unbalanced numbers I have seen. The highest skill point bonus any current in-game accessory has is a bonus of 5 in each skill, and that's a bracelet and necklace, which are given better ID's than rings. So right off the bat this is incredibly broken. This would buff any player beyond a normal or acceptable level. And there is no requirement to prevent any player from using it. Most rainbow items require you to have a certain amount of skill points in each skill to make sure you are using the right items and not trying to abuse it. Unlike rainbow items, your ring lets any player, and very low level ones to boot, to become incredibly strong and breaks the limits the game currently has. To fix this, you would need to lower the base number to practically one, to make it acceptable for it's level. But you can't just change the level to make it okay, as the skill point bonus is still too high compared to any endgame accessories.

Lastly, I want to show you how you can make this item better and more likely to be added.
Firstly, I recommend you using Wynndata to look at other accessories in it's general level to see how powerful they are, and the range of numbers you want to aim for. I would then recommend for you to add a skill point requirement and to up the level a bit, as level one accessories are a Rarity (wink wink). I would personally do this, but it's up to you based on how you change your item, but I would change it's rarity level. Unique items are incredibly easy to find, and are therefore given less-powerful stats compared to Rares and Legendaries. Just a heads up, just because you up the rarity doesn't mean the stats are okay, all of the factors of making an item (it's stats, level, rarity, ID's, item type, items relative to it's level, etc.) are part of a careful equation that must be balanced to be considered good. So there's all my advice for you, and to end this all, I'm going to try and make an improved and more balanced version of your accessory as a bit of a guide for you if you ever want to revise your own item.

    https://wynndata.tk/ci/Custom-201568786

This is my attempt to balance and revise your original idea. I heavily nerfed the skill point bonus and lowered both the -mana regen and -lifesteal to make it more manageable for lower levels. I also upped the Rarity level to make the ID's it has more reasonable for it's value and for it's stats. I then upped the level requirement to five and gave the item a skill point requirement of 2 points in each skill, to make the stats it gives a bit more fair.

I hope this explanation was helpful and that you'll take my advice if you ever wish to revise your suggestion.

So I took the challenge that noone made and tried to make some war builds I put it to Set IDs since the suggested ones were impossible to replicate. Obvsly these are just wut ever springs to my mind and are not very well thought out builds.

Warrior is not viable. I tried a few strategies but eh
    https://wynndata.tk/s/hedCwo

Archer honestly you could. Spring has max 5mr next update so thats 7mr with 147 int. You have so much spare SP I got to 150 Agi and 147 int. You could switch back to MPC and switch the pants.
    https://wynndata.tk/s/gYmPSe

Mage next. Lament seemed the easiest to counter the biggest issue which was the -ms. Honestly just yeeted the archer build and modified it as you will see.
    https://wynndata.tk/s/Qb2AeI

Assassin last but certainly not least. Went for a fairly different approach and honetly quite pleased, It ended up being far more tanky then I was expecting (no duh considering the items I was using tbh)
    https://wynndata.tk/s/mKP3aW
Went for Round two on assassin since I was a tad upset by the Mana situtation. Once again pleasantly surprised by the way it turned out. The only non mythic out of the lot and probably the most viable.

And before anyone mocks me for my rainbow slap trash tyvm im on vacation im allowed to do it.
    @Electrolysis r u proud of me?

Also I want to see someone make a cata build with this...
