Low Level Items In Loot Chests

Hello, so to explain my situation.. I'm trying to complete my loot set, and the two things that I'm missing the most are Pelier and Sage Wand - both are around lvl 45 I believe.. I have a Warrior lvl 101, and I had no luck getting it from the mobs (obviously). So I did a few lootruns in Nesaak but still nothing.. I started playing Mage (not because I wanted to get these items, I was planning to start Mage anyways, that's why I wanted sage wand aswell). But I took the chance and tried to grind either Pelier or Sage wand in Nesaak (mostly Wolf's Den), I grinded for several days, but I had no luck, and currently I'm a lvl 59 on my Mage and I think I'm once again a little bit out of range to get these items..

So my question is.. Can I get for example Pelier or Sage Wand from loot chests in Nesaak even though I'm lvl 101 or maybe a little lower, for example about lvl 75?

 

If mobs of level 45 are nearby you’ll get level 45 loot. If no mobs are nearby it gives you loot based on your level.

if the items are level 45 there will need to be lv 41-49 mobs around the chest, or you can level a class to that

 

just make a new class that isnt mage, the game loves to give you items you wont use.
also try to get a class near this level and start lootrunning around the big tower near nesaak
