    when wearing two black catalyst rings it gives u a 30% xp bonus, making each one technically worth 15% xp while rarity max is 13%

    15% > 13%

    this concludes my argument.

    yea as Crocoduck said you need to take into account the rings actual - xp bonus as well, so the effective total xp bonus is 20
