I want a Gavel revamp, not a ”finishing”. What Gavel was planned to be and still is isn’t good enough. The quests are boring and the lore is pretty shit. That’s why it needs a revamp.

Definition of revamp by the Cambridge English Dictionary:
”To change something, or to make or arrange something differently, in order to improve it:”

This does not mean fundamentally altering everything. It just means changing things to improve it. A finished Gavel still isn’t a good Gavel.
