Lament doesnt need a buff, but its not like a slight damage buff would destroy it. I cant deny its an amazing support wand, but nobody wants to grind for a mythic foor gud heelz if u can just get water sanc and mana regen without grinding your ass off or paying 8 sracks for a good lament

 

it's not even that support oriented. lament's damage is on par with monster and singularity even before accounting for powder specials, and lament's usual special curse also gives the biggest damage boost. on top of this it gets the great heals you mentioned, reaches int cap fairly easily and doesnt need any supplementary mana with a good id'd one

Like @Madkurre I don't rlly think lament needs buff.
I'd even say monster needs more a buff than lament.
