I Need To Stab Qira, But I Dont Have Any Friends

Can some people help me find where the hell Qira is (I only just got to my first level 100 character) and stab that bi-snitch. That bisnitch~

 

I can help you out, I have a level 100 archer that's finished the quest. My timezone is EDT (UTC -4).
One question, is it okay if I skewer her through the heart with an arrow instead of stabbing?
