I would like to know which mod are allowed on the server and what are their conditions of use.

Pretty much any mod long as it doesn't give you an unfair advantage (Per say minimap mods are fine long as you have player/mob radar off).
By "Unfair advantage" I mean any mods that let you do something a player without them would be unable to do, Such as XRAY, Any type of hack client, Or even some types of macros.

Hi. Our first rule is this:

"1. No hacking/hacked clients.

Any modified client that gives you a gameplay advantage is hacking. Modded clients that do not give a gameplay advantage (for example optifine) are allowed. (ex. fly hacking, aimbotting/killaura, water walking, xray, entity tracker, speed hacking & possession of a hacked client, even when not in use.)"

We can't list every mod that is allowed because there's so many mods out there and every day new ones get added. Any mod that gives you a clear advantage, such as flying or seeing through walls is not allowed. But mods such as optifine that simply help Minecraft's performance or some of those pvp hud mods that show you what kind of armor you're wearing are allowed.
