    does anyone know what these are here for? I haven't seen any other clusters like these, and i can't teleport onto them from this angle at least (I think I probably got stopped by barriers?).

    Those clouds are decoration intended to imply that there's in area in the sky floating above the normal world. There's also small patch of land below them used for the level 97 quest "The Fortuneteller".
