Llevigar Is Inter-provincial

I actually didnt know that and if thats so id love to see where those other places are

you know.. i said "(except for world border stuff)" for a reason. Furthermore thats hardly the majority of the ocean and i was talking about islands before... not about things connected to the world border ._. how does having 2 peninsulas underline your point? i really dont get it

 

lol guys this was kinda a joke, but uh.

the peninsula hanging off of Llevigar can't be connected to any province because it says you enter Gavel after you get on the peninsula, you have to walk a bit to get in there. i'm not actually sure if it's a peninsula, but i guess it doesn't really matter.

the oceans definitely aren't tied to any province as a whole, because Wynn soldiers can occupy one island and claim it as their own, and Gavel armies can occupy another. and the thing is, currently they don't. Selchar, however related to Wynn it is, is still a sovereign body, and while it might not be a province, it still can't be a part of Wynn or Gavel, because the people there have formed and followed their own culture and rules.

Corkus is even more so, but it's not as important to make that distinction because no one really ties Corkus to Wynn or Gavel (especially not Gavel, because it's farther away).

Then you've got things like the Ice Nations, who have been warring at each other for so long that they've forgotten what has happened to the Mainland (which can be either province). There's also the Pirate Cove, whose inhabitants really don't care, as long as they make a profit out of it (which might actually cause more decay in Gavel, but we're not discussing the ethics of pirates)

EDIT: for the record, the Ice Nations definitely have forgotten about/are unaware of the corruption on the mainland because of what it says when you discover it.
