It hast fine dps, high def and agi for good survivability, the defs are powderable and the life steal is further increaseing the survivability.
I do not know if this solos li, because I havent tried it, but cybel will definetly give you some trouble (fire dmg)
You need something that doesnt do fire or thunder dmg. The best thing i could find that works with this build is Voidstone Esbald, but the damage is really low then

sp looks tight, even tho it is its really not hard getting 14sp from two soldiers

 

I'm 90% sure Flameshot Hilt builds can beat up Cybel. If Apocalypse without Courage can, then Flameshot Hilt should be able to too.
