Loot Chest And Levels

Are the level of loot in loot chests tied to the level of the region the loot chest spawns? or is it tied to the level of the player that opens them?

 

if there are mobs near the chest, it is based on mobs' level
if there are no mobs, it is based on player's lvl

for example, the tier 4 in lusuco library has no mobs, so whatever level the player is is the loot's level

however, the tier 4 in the lion's den has mobs around it, so it is the mobs' level

Assuming no other mobs spawn immediately after you kill them and open the chest yes
