1 is pretty good stat, 2 is a good stat 3 is a max stat

 

It's supposed to show the level of how close the ID is to Max stats.
None is way off.
1 is still off
2 is a few percentage off.
3 is Max level

 

For every ID the game calculates a number from 30-130, or 70-130 if it's negative. This number determines what the actual id will be. For every id the item maker decides a base value, the game then calculates the range by doing base * 0.30 and base * 1.30 . If your stat is above the base it gets stars. If it's 1.01-1.24 (or to 1.20, I'm not 100% sure) it gets one star. If it gets 125-129 it gets two stars. If it hits 130 it gets 3 stars.

Stars only work for positive ids, by the way.

 

So the odds of a positive ID getting 3 stars is 1/100?

The number of asterisks denote how close to perfect an item’s stats are, more asterisks = closer to perfect (perfect is 3)

 

i dont think that its working for me cause i had a max stat on a gma and it had 2 stars next to it

 

Because the roll was above 125 but below 130, thanks to roundings you still got max stat but in case they nerf/buff that stat on that item you might not have the max stat anymore
