    There's a NPC called the Guild master in the Guild Hall right behind Cinfras. Go see him and you'll be able to create your guild (it costs 5 le and 3-5 soul points if I'm not wrong)

    You also need to be at least lvl 40 to make one too. Although why put something already unlocked at early level in a lvl 70 area?

    The same reason why ToA is available at level 40, yet you’re not supposed to complete it until level 75 or so
