Scroll down shortly after the reroll price chart and you'll find another chart with values and percentages on it. What I don't understand is that the charts for certain IDs that increase skill points (e.g "intelligence", "dexterity", etc.) have percentages under the values. I don't know what they mean or what purpose they serve.

 

I’m pretty sure they are the percentage chances of getting that roll on that weapon.
