FF guardians spawn in Corkus and MH because of the similar levels.

In my grinding from levels 90-100, I have encountered at least eight of those at Frozen Heights. They're scary when you suddenly see them within the pack of mobs you're fighting!

also do totems work to increase guardian spawn rates

I once logged on to a class which was in rodoroc and then I saw a key guardian constantly killing an afk person, the npc guards must've been too busy dancing together to notice but I killed the key dude and then all this guy's armour and weapons were on the ground and i wanted to give it back so I threw it on the ground by his feet. Someone else came into rodo and picked it all up and disconnected so...
