I think Jester is worth nothing
And even less with These stats
The Set Bonus is -25% LOOT and xp per piece

Just FYI, there's a set bonus for each piece you wear, so wearing the bracelet will give you -3% loot and +3%xp

 

which is why I'm only getting one

 

Even if you only wear one the set bonus still happens
