I forgot how to get it. And I never join some event (community event winner) in this server. Who can help me ....
And the appearance of this item will constantly change color.It's amazing.

 

The "community event winner" means that it was one of the winners in an item naming contest that happened a while back.

 

I toke this in Loot Chest. I didnt won any event....

 

No @Cruuk is saying that the NAME OF THE ITEM was chosen by someone who won an event and got to choose the name for the item. Otherwise it's just an item, nothing too special about it. (Unless somehow you got an item with 3 *'s for every stat in which you're a fucking RNG god, but I doubt)

 

In the item naming contest, the name "Anarchy" was one of the winners. The "(community event winner)" is referencing the fact that it was one of the winners of said contest.
