Loot Bonus On Chests

One thing that bugs me is that how I find like 5 non-scaled legendaries in an endgame loot run at troms. Is the chance for a chest to be scaled affected by your loot bonus or is it random?

Also, on wynndata it says that loot bonus counts less on chests. For example: I had a 269% lb set I put in wynndata but it said "amount on chests: 97%". I just want to confirm if this is true.

The items in loot chests will scale to your level only if there's no mobs around it (or if the mobs are the same level as you), otherwise you will get items with the level of the surrounding mobs (so if there was lvl 50-60 mobs around these 5 chests you opened, the loot will be at the same level).

A chest's level is determined by the highest level mob within a certain radius of it, I am not too sure what the exact radius is but I think it's something like 40 blocks. If there is no mob within that radius then the chests level will be determined by yours

 

Also note, you can open some chests in lower level areas before mobs have spawned and get loot scaled to your level. The loot run in corkus has a few chests where this can happen.
