In ternanves you can buy one if you are past a certain level (36 iirc but not for sure).

 

Where i can buy a horse??

 

You have to complete “Stable Story” a level 34 quest. The quest will give u one brown horse. After completing the quest, you have access to the horse merchant in ternaves

You are only level 22 so wait till ur level 34 to do the quest

 

Hey! There is multiple ways to get horses :
As you are a newcomer, I'd recommend to wait until level 34, you will have to complete a quest called "Stable Story"
You can also buy it from other players, however, I really do recommend you complete the quest first, as you will be given a horse freely ;)
