just a basic question about how a weapon speed effects the total damage over time. I would like to use it to evaluate which weapons are better/worse. Or is it set up so that there is no difference except by level and damage type? on that same thought, how many levels can be skipped because of rarity (e.g. a legendary lvl 50 being better than a common lvl 60)?

Attack speed=how many times the weapon can attack per second. For example, a normal attack speed weapon can attack 2.05 times per second. So weapons with slower attack speed tend to do more damage per hit, while faster weapons do less damage, but rely on those hits landing quickly. Generally, weapons with the same level, type, and rarity should have similar DPS(damage per second, which can be calculated by multiplying the average damage per hit by hits per second).

Also, the rarity skip thing is mostly up to you. I've had a legendary bow carry me up from 70 to 90, but definitely do not attempt this until level 70 and up.
