Is Buying Ranks For People For Le Bannable?

I got tons of real life cash, and ive seen people in detlas selling ranks for LE, so is doing this allowed? ide love to do it, to help people who cant afford real cash, and if so, whats the rates? i know someone does hero for 4.5 stacks in detlas a few times.
