    You get a free brown horse from the level 34 quest Stable Story, and with that also access to the horse merchant, so you can buy more brown horses (24 emerald blocks each) to breed them.

    Horse Merchants are found in ternaves (Requires to finish stable story to gain accesss to the horse shop)
    When you finish the quest for it, you get a free brown horse, if you buy brown horses from the horse merchant, that is 24 EB
