Mage/Dark Wizard Help Nepta Floodbringer

I am Mage (surprise surprise) with Level 100 and want to have a build with NeptaFloodbringer.

What I want to have:

11/4s or more Mana Regen
20 or more Defense in each Element
8K Meteor
As much Melee as possible
At least 80% Water Damage
At least 120 Intel and 70 Def
No LI Items
Only 1 Hive Item (e.g. Prowess or Anima)
