Anyone Know How To Make The Villager Quest Thing Off The Server?

I'm messing around with a friend and I was wandering if there was a way to make the quest giving villagers like in Wynncraft.

 

Yes no plugins I assume?
I believe there is a scoreboard stat called talk_to_villager or something,
I don't recall the exact thing
but anyway do a testfor for when the value hits 1 trigger a chain of tellraw cmds and such,
then reset it to 0 or something

I am unsure of how you would do a multi stage version,
gimme more time to think about it
