I feel like someone missed a huge part of this. In the last statement, he was talking about the next update, not related to a Gavel Rework. It's useless to search for stuff related to the Gavel Update. It might just be a rework of how the whole Wynncraft server works, who knows.

 

I think Gavel is gonna be a level 1 area

"We're looking more and more on Gavel recently". I think he talked about Molten Heights Questline or second Parts of "The Worm Holes" and "The Headless Hunt", or maybe about Mortal Mountain or another unreleased Gavel dungeon.

"It should be something that impacts everyone from level 1 to 101". I think its a Classes Rework (New/Reworked Spells and more). Or maybe, its a new elmements.

just cause something is focused on a certain province doesn't mean it'll only be stuff about a certain province
in gavel they added all of the elements and the new ID system (not new anymore) and all of that juicy stuff

If it impacts everyone from level 1 - 101, then it probably won't be related to experience or quests, as those can be level specific and at level 101, there's nothing to really do apart from create builds.

Things that could impact people at level 101 could be:
A change to the item system (again)
A change to how skill points work (Skill Point Perks?)
A change to existing classes, or a new class*
A change to how levels actually work (perhaps a way of exchanging or spending experience?)
A change to the world (Map update)
A change to how movement or travel works
A change to the quality of life (New HUD? New textures? New NPC's or NPC mechanics?)
A completely new feature that we've yet to see or guess.

However

Salted said he'd be reworking things that 'didn't stand the test of time'. What old features are there that have been either removed, or made redundant?
