    To activate a special in a weapon does the powder have to be the same tier and kind to work?

    It doesn't have to be the same tier. For example, you can put a tier 6 and a tier 4 of the same element and it will still work. Doing so isn't recommend though, since the effect will be the same as two tier 5s
