So I thought I may as well make a thread* about a build I've been working on since, pretty much the start of Gavel. I've always had a desire for high walk speed, and I think through refinement of my build I've come up with a walk speed storm build that can be quite powerful:
    Here is the Wynndata Link.
*This is my first thread about a build, so please tell me if I do anything wrong here.
    Item Explanation:
    Helmet: Aries ♈
Aries is probably the black sheep of this build (pun not intended), and holds it back slightly. Seeing as it has a Strength requirement, it sort of goes against the idea of a storm build, which is Air, Thunder and Water. However, it makes up for this with the fact that the strength requirement is low, and it has extremely good walk speed, only falling short of Dune Storm which has much higher requirements and a bigger drawback of negative health instead of positive.

    Chestplate: Boreal-Patterned Aegis (Master Hive)
Now, I understand the walk speed on Boreal-Patterned Aegis isn't the greatest for a chestplate, being beaten by The Courier's Cape, Booster Plate, Dondasch and the new Delerium, which has double the walk speed of Boreal-Patterned Aegis. However, it makes up for this in it's extremely good synergy with storm builds and amazing static IDs. It gives 4000 Health, the highest compared to the other walk speed chestplates; 225 defense in Storm elements (Air, Thunder, Water), which is also the highest compared to the others (Booster Plate and Delirium actually have negative Thunder and Air damage respectively); boosts your damage and defense in the Storm elements by 15% and 25% respectively and adds 25% Reflection and 2 Mana regen too. The only downside is it lowers your fire and earth damage and defense, though this isn't much of a problem. As much as aiming for the highest walk speed was the goal of this build, the sheer amount of other benefits Boreal-Patterned Aegis can provide compared to other walk speed chestplates makes it a much better chestplate in terms of overall quality.

    Leggings: Dark Shroud
Dark Shroud is the best pair of walk speed leggings you can currently get, it's maximum walk speed totaling 30%. While it does have the drawback of negative Earth defense, spell, melee and water damage, it makes up for this by boosting the reflection provided by Boreal-Patterned Aegis, boosting air defense and adding a static 1 mana steal. As well as this, Dark Shroud also boosts Agility and Thunder Defense, the main elements of this build.

    Boots: Boreal
Before I explain why I chose Boreal, I may as well state that it wasn't because they match in name with Boreal-Patterned Aegis. This is probably the second hardest part of this build to obtain, being Mythic, however the payoff is in the fact that they're the best walk speed boots for the higher levels. While Seven-League Boots may be a more tempting offer for higher walk speed, they're only level 44, and they'll completely ruin the build for just a little extra walk speed. Boreal provides a much needed Health Regen boost both raw and %, as well as adding some extra mana regen, boosting the reflection provided by two pieces of the set already, and of course, adding a lot of walk speed. While they remove Fire Damage and Defense, Assassin doesn't actually have any spells that do fire damage naturally, so this is hardly a loss. Boreal's negative Fire defense both in ID and naturally can leave you weaker to fire damage, though the combined walk speed of the set as well as the added health regeneration should allow you to get out of a sticky situation fast and heal.

Rings: Diamond Steam Ring (Legendary Island)
The Diamond Steam Rings were originally compared to two alternatives: Kaze and Uriel; both with slightly higher walkspeed. While Uriel doesn't have the health removal aspect that Kaze and DSR has, it only has walk speed, giving no boosts to Agility, Air Damage or Defense. However, while Kaze only appears to have -165 Health, 15 less health than DSR's 180, it actually has a negative health identification too, meaning that Kaze has anywhere between -280 to -379 Health. As well as this, Kaze also lowers Spell Damage and Raw Fire Defense. DSR has a static +5 Agility (Kaze's maximum), and has 5% Air Damage and 10% Air Defense, as well as only 3% less walk speed than Kaze's maximum.

Bracelet: Diamond Steam Bracelet (Legendary Island)
Similar to the rings, Diamond Steam Bracelet was compared against Follow the Wind. However, DSB won against Follow the Wind on similar grounds: The amount of walk speed lost is very little, and the amount of positives gained and difference in health loss is much greater. You simply lose too much health with Follow the Wind, and gain Agility, Air Damage and Air Defense with DSB.

Necklace: Diamond Steam Necklace (Legendary Island)
Like it's two predecessors, Diamond Steam Necklace was compared to alternatives. While for a Storm build Necklace of a Thousand Storms may seem like the right choice, I chose Diamond Steam Necklace over it due to the fact that it lowers more than double the health DSN lowers; lowers Health Regen, partially negating Boreal's bonus; has less Agility than DSN and lowers Strength, requiring more points to be put into it to wear Aries. 4% Walk Speed is a good sacrifice for more agility, health, raw air defence and % air damage and defense, as well as a bit of Reflection too. Not only this, but Necklace of a Thousand Storms is limited to one per every Level 98 class. If you get a bad roll, then you'll either need to spend a ton of money re-rolling it or spend a ton of time grinding another class for a second attempt.

    Weapon: Weathered
I realize that Weathered isn't the highest walk speed dagger, being beaten by most notably Slider and Archangel. However, the reason I chose Weathered over the two others is due to it's high damage in general and natural neutral and air damage. While Slider may have the highest walk speed, it actually lowers your Dexterity by quite a large amount, which is an essential part of a Storm build. Archangel has lower damage, and lacks neutral damage, meaning that if an enemy has particularly high air defense, you won't be able to do any damage at all. Powders are also much less effective due to there being no neutral damage to convert into bonus damage. Weathered also has the highest bonus Dexterity compared to both Slider and Archangel, better Agility than Archangel, doesn't lower melee damage like Slider, and only has a negative id of Exploding (But this wasn't a part of the build to begin with so it's rendered redundant). As well as this, this is the only weapon of the three to add air damage, which means it adds even more damage onto what's already been given with the other items in the build.

    Build Pros:
    - Extremely high Walk Speed
    - Moderately high damage
    - Extremely high Air Defense
    - Good Mana Regen
    - High Health Regen
    - Extremely high reflection (past 100%)

    - Some thorns
    - Few negative IDs
    - All items are Legendary or higher (Cosmetic)

    Build Cons:
    - Double Mythic
    - Master Hive
    - Quadruple LI
    - Extremely weak Earth
    - Extremely weak to Fire

    - Moderately high skill point requirements (Debatable, since Agility is the highest requirement and has the most boosts to it)

It's not really a pro or a con I'd say, but I listed it as a pro because I (personally) think looks nice to have legendary and mythic items only.

I kinda modified your build a little bit, only lost a bit of walkspeed, but higher damage, a little more capable of taking a hit and better mana regen

You could even add endurance to your armor to increase your fire defense and damage

The only lag problems related to high speed I've found are with carpets which rubber band you when running over them, and the server freezing. Even then, you have enough walk speed to run away so when the server catches up you're out of the immediate danger zone.

I guess, but I’m always afraid of lag just ruining my day. That’s why I usually do a tank build to make sure I can take a few hits. Your build is pretty good though.

This build pretty much acts the same as a tank build, but with less focus on damage mitigation and more focus on not being able to be hit in the first place. Chances are if you manage to get hit three or four times during a lag spike without your agility nullifying it, you'll still be able to get out of danger without dying. I can see the allure of a tank build however, as they last far better in longer battles; my build is made for quick combat.

Lag can ruin any build given that the spike is long enough to stop the player till they are dead. Not really a good argument. Also, if you are constantly dying to lag, you've likely got other problems.

Good points. Maybe it’s just the fact when I tried an air build it was with archer, which has 40% less defense than assasin...
