Mana Regen/steal Of All Items Reduced By 1

I haven't logged on in a while. All of my items' mana regen and steal have been reduced by 1. When/why did this occur?

 

There was a change in how rounding works to help balance items better.

 

Did every single item get reduced by exactly one point? Do they have to be re-ID'd to get the original stats?

 

Before the changes that stag mentioned, the stats got calculated wrong. It got always rounded up no matter what the decimal was. So as items have a specific base value that gets multiplied with numbers from 0.3 to 1.3 it was possible to have an item with a base value of 1 mana regen that got multiplied with 1.2 and it got rounded to 2. This was never intended and therefore it got fixed now. I would look up the new minimum and maximum values to see if it's worth it to reroll the items.
